What’s the right insurance for a speed pedelec?

Since a speed pedelec can reach speeds up to 45 km/h, it’s legally classified as a moped. That means you’re required by law to have at least third-party liability insurance (WA). This covers damage you cause to others.

Depending on how you use your speed pedelec, you can choose from additional coverages:

  • WA + Limited Comprehensive (Beperkt Casco): Covers theft, fire, storm damage, and vandalism
  • WA + Fully Comprehensive (All-Risk): Also covers damage to your own speed pedelec, such as from a fall or collision

What’s the difference between a speed pedelec and an e-bike?

They may look similar, but key differences include:

What rules apply to speed pedelec insurance?

If you want to ride a speed pedelec on public roads, you’re legally required to have:

  • WA insurance
  • A yellow moped license plate
  • A valid AM or B driver’s license
  • An approved helmet (NTA 8776 certified)
  • Minimum age: 16 years

We also strongly recommend using an ART-approved lock, especially to ensure theft is covered.

Which coverage should you choose for your speed pedelec?

That depends on the value of your pedelec and how you use it. We generally recommend:

  • WA: for older or lower-value models
  • WA + Limited Comprehensive: if you want protection against theft and fire
  • All-Risk: for newer or high-value pedelecs (worth €2,000 or more)

Yes — someone else can use your speed pedelec, provided they:
